  1. AUTHORITY

    Ohio Revised Code 5120.01 authorizes the Director of the Department of Rehabilitation and Correction, as the executive head of the department, to direct the total operations and management of the department by establishing procedures as set forth in this policy.


  2. PURPOSE

    The purpose of this policy is to establish a standard format and criteria for lesson plans used within the Ohio Department of Rehabilitation and Correction (ODRC).


  3. APPLICABILITY

    This policy is applicable to all ODRC employees assigned to prepare lesson plans and conduct training.

  5. POLICY

    It is the policy of the ODRC that lesson plans shall be prepared and utilized for the delivery of all ODRC programs, including New Employee Orientation (NEO) and in-service training, both specialized and required. Lesson plans shall be written in an outline or narrative format, be approved prior to use or delivery, and maintained on file and/or on the Corrections Training Academy (CTA) server.

  6. PROCEDURES

  1. General

    1. All lesson plan content shall be consistent with current ODRC policies, Ohio Administrative Code (OAC), executive orders, legislative and judicial requirements, the American Correctional Association (ACA) standards, and the Prison Rape Elimination Act (PREA) standards.

    2. Lesson plans should be student-centered and utilize group discussion, group activities, scenarios, and/or other opportunities for students to be actively involved in the training.

    3. Subject Matter Experts (SMEs) shall be utilized in the creation, development, review, and revision of lesson plans.

  2. Requests for Lesson Plan Development

    1. Requests for development of lesson plans to be utilized for required in-service and/or systematic strategic agency training initiatives must accompany the Training Project Proposal Form (DRC1387).

    2. The requesting party shall consult with the CTA curriculum director/designee for approval of said project.

  3. Lesson Plan Format

    1. All lesson plans shall be developed according to the standardized format of the Lesson Plan Template (DRC2203) or an approved PowerPoint lesson plan with detailed notes.

    2. The following information must be included on the coversheets (pages 1-5) of the written Lesson Plan Template (DRC2203) or in the notes section on the first slide of the PowerPoint lesson plan:

      1. The course/module title,

      2. Course prerequisites,

      3. Appropriate facilitators for the course,

      4. Number of training hours for the course,

      5. Instructional strategies used (e.g., class discussion, demonstration),

      6. Student performance objectives (SPOs),

      7. Evaluation methodology to determine proficiency of the subject,

      8. Reference information for all materials used in the preparation of the lesson plan, including agency policies,

      9. Names and dates for preparation and review of course materials,

      10. List of equipment and materials needed by the instructor to facilitate the course, including, but not limited to, agency policies and training aids reflective of course content,

      11. List of documents and materials to distribute to students, including, but not limited to, handouts and supplemental reading, and

      12. Instructor-student ratios.

    3. Lesson plans must include:

      1. All information listed in subsection VI.C.2 above,

      2. Teaching content, and

      3. Citations for all reference material used.

    4. Any changes or variations to the approved lesson plan template must be approved by the CTA superintendent/designee prior to use.

  4. Reference Materials

    1. Whenever information is used from another source, including, but not limited to, an interview or previous lesson plan, the source of the information and date shall be included in the lesson plan reference section.

    2. References and citations must follow the current APA (American Psychological Association) Publication Manual.

    3. It is the responsibility of those preparing a lesson plan to secure authorization to use copyrighted material or information.

    4. Open-source material, particularly obtained from the internet, must be from a reputable source.

  5. Lesson Plans for NEO

    1. The CTA superintendent/designee shall approve ODRC developed lesson plans utilized within new employee orientation (NEO) training.

    2. Lesson plans and materials developed by an outside entity (e.g., professional organization, developer, manufacturer) for use by the ODRC (e.g., PR-24, CPR, Pepper Ball, First Aid, ORAS) may be utilized in NEO with approval of the CTA superintendent/designee.

  6. Lesson Plans for In-Service

    1. In collaboration with the CTA, SMEs shall aid in the development of required in-service training lesson plans that are to be made available for use at the beginning of each training cycle.

    2. In accordance with 39-TRN-02, In-Service Training, the CTA shall establish a timeframe for completion of required in-service lesson plans to ensure the field has adequate time to prepare training plans that include the required training.

    3. Lesson plans and materials developed by an outside entity for use by the ODRC (e.g., PR-24, CPR, Pepper Ball, First Aid, ORAS) may be provided by the professional organization/developer/manufacturer of said training.

    4. Approval of lesson plans for required in-service training is the responsibility of the CTA superintendent/designee.

  7. Lesson Plans to Support Agency Training Initiatives

    1. Lesson plans to be developed in response to identified systemic training needs of the agency shall be created by SMEs working in collaboration with the CTA.

    2. The CTA shall establish a timeframe for completion of training initiative lesson plans to ensure the field has adequate time to prepare training plans that include the required training.

    3. Approval of lesson plans for agency training initiatives is the responsibility of the CTA superintendent/designee.

  8. Lesson Plans Developed for Site-Specific Training

    1. Lesson plans for site-specific training shall be developed by SMEs working in collaboration with the training officer and/or training advisory council (TAC).

    2. Site-specific lesson plans shall be submitted to the site’s designee for the supervisory review.

    3. The supervisory reviewer must ensure consistency with Ohio laws, policy, accrediting body standards, and grammar.

    4. After the supervisory review is completed, the signed lesson plans and attachments are to be forwarded to the CTA no later than September 1st or, if the training is held before December 1st, no less than ninety (90) days prior to the first offering.

    5. Final approval of lesson plans for site-specific training is the responsibility of the CTA superintendent/designee.

  9. Proficiency Assessment

    1. A proficiency assessment that follows approved standards, as determined by the CTA, a professional organization, or the developer of said training, must be utilized for each training.

    2. If a pre-test is used, it shall be different from the post or final test.

    3. At a minimum, all post/final tests shall evaluate knowledge of all identified SPOs.

    4. For courses requiring CTA certification/qualification or recertification/requalification, the appropriate CTA approved proficiency assessment shall be utilized.

  10. Lesson Plan Retention

All approved lesson plans and related materials shall be retained on the CTA server in accordance with ODRC Policy 39-TRN-09, Training Record Keeping.
