Ohio Revised Code 5120.01 authorizes the Director of the Department of Rehabilitation and Correction, as the executive head of the department, to direct the total operations and management of the department by establishing procedures as set forth in this policy.
The purpose of this policy is to set forth procedures for identifying, utilizing, monitoring, and evaluating the community resources which provide services to supervisees under the supervision of the Adult Parole Authority (APA).
This policy applies to all employees of the Division of Parole and Community Services (DPCS) and the Office of Correctional Health Care (OCHC).
The definitions for the terms below can be found at the top of the policies page on the ODRC Intranet.
It is the policy of the Ohio Department of Rehabilitation and Correction (ODRC) that staff identify and develop resources within the community to ensure services are available to supervisees upon release. In the event community resources are not available, the Adult Parole Authority (APA) may sponsor interventions to meet this need.

Services developed and made available to supervisees may include, but are not limited to, the following: substance abuse counseling, mental health counseling, sex offender programming, anger management, parenting classes, support groups, GED programs, financial management and assistance, employment and job training programs, clothing, shelter/housing options, and other social service options. This may include the use of community resources and/or interventions developed and delivered by trained APA staff.
The APA shall appropriately select and refer supervisees, including those with special needs, for programming to various community resources or to APA sponsored interventions. The APA shall seek to ensure all supervisees have equal access to programming.
Program/Intervention Assessment
When agencies fail to provide adequate services, appropriate staff shall work with the agency to identify issues and improve services.
Interventions that are delivered by APA staff shall be approved by the superintendent/designee and shall be consistent with research and evidence-based practices. No staff shall be permitted to facilitate an intervention without proper training, supervision, and monitoring.
Any supervisee who scores moderate or higher on ORAS shall be eligible for Evidence Based Programming referral.
